I wonder about this in the contex of both this event and the murder of George Floyd. I worked in psych residential treatment, where we use physical restraint. One, we don't use choke holds, and two, there's been a great deal of change regarding prone restraint. You do not keep people in restraint face down. It's one thing for police to not know/practice this, which his what makes Derek Chauvin a murderer. But do we expect an average citizen to be trained in restraint? I dunno.
