I would agree, gentrification is a symptom. Precursors to gentrification are often redlining, white flight, discriminatory lending practices and lack of equity in employment and job opportunities so that marginalized communities are not building wealth in their own homes to near the degree that white folks do in other areas. Then the tax revenues fall and the funding to their schools and other infrastructure falls contributing to blight. THEN, we get to gentrification.
