No, they were not. Wealth was stolen from POC for generations. They were denied opportunities from jobs, to housing it still impact earnings and intergenerational wealth. They still impact opportunity and health as many communities have poor school and failing infrastucture. The lingering impacts of Redlining and Jim Crow have not been addressed.
