Umm, no. White on white crime is just as destructive to white communities. The meth blight and associated behaviors has hit poor and rural white America hard.

It's not whether white or black America should tolerate crime, it's whether America as a whole should tolerate poverty. And for the most part, Rich/White America is fine with poverty.
